Through advocacy, connections and empowerment, Bank of Nevada, the SBA and the Office of Small Business Advocacy, supports the financial progress and empowerment of small and women owned businesses. Collaboratively they have been helping women meet their financial and business goals.

What resources are available to you, what lessons they have learned in serving the small business community and what tips, tools and offerings they have to help you propel your business onward and upward.

Joyce Smith Managing Director, Commercial Banking, for Bank of Nevada

Joyce Smith is managing director, commercial banking, for Bank of Nevada. She specializes in helping construction companies, nonprofit and professional organizations throughout Southern Nevada meet their financial goals using advanced financing options, including SBA lending and lines of credit. She joined the organization in 2008 and has more than 30 years of banking industry experience.

Ms. Smith is active in the local community as Mondays Dark, a twice-monthly, evening variety show with a goal to raise $10,000 during each 90-minute event for a variety of local nonprofits. She also sits on the boards for Capability Health, Nevada Banking Association and Financial Executives International

She graduated from The School of Retail and Commercial Banking and attended New Mexico State University.

Sonny Vinuya Director of the Office of Small Business Advocacy

Sonny Vinuya began his tenure as Director of the Office of Small Business Advocacy (OSBA) on February 7, 2022. As Director, Sonny has defined and executed the OSBA’s mission of advocating for small businesses, work on resolving their challenges, compile the issues, make recommendations on improving the processes and connect them to the proper business resource. The office exists to ensure that small businesses in the State of Nevada are supported and heard.

Sonny was the President and CEO of the Las Vegas Chamber of Commerce where he advocated and represented small business owners’ interests. Vinuya also served as Vice President/Business Relationship Officer at Bank of George where he helped with his clients banking and financing needs. He served as a Commissioner for Clark County Asian American Community whose mission was to ensure that all the diverse AAPI population are represented and are receiving the services that they need. He was also part of the Council of Chambers where he collaborated with other Chambers, LVGEA and GOED to promote Nevada’s Economic Development.

Vinuya participates in several board and community engagements, including the Attorney Generals Tech crime board where he has served for the last three years. Vinuya is an advisory board member of the NV AAPI Chamber of Commerce, He is an advisory board member for the Collaboration Foundation, a center that he genuinely believes is needed for children in the spectrum. He is also the co-chair of the NAFFAA Nevada (National Federation of Filipino Americans Association) where they promote the welfare of Filipino Americans and is a graduate of the FBI Citizens Academy.

Sonny has a master’s degree in Healthcare Administration and a Business Management degree. He previously worked for the pharmaceutical industry before moving into banking in 2004. He was born in Quezon City, Philippines and migrated to the United States in 1986. He moved to Las Vegas Nevada in 2004. He is married to Jennifer Vinuya who is a Registered nurse and has two sons, Ryan and Raymond both graduated from UNLV.

Sonny has been serving both the business and AAPI community since 2011, volunteering his time to numerous organizations, chairing different events, and coordinating business resource events. He was appointed to the Office of Small Business Advocacy by Lieutenant Governor Lisa Cano Burkhead in February. The combination of his knowledge and experience in business as a commercial banker and chamber President proved valuable to the position. He graduated from Metro advanced leadership program in 2012 and chaired the program the next 2 years. Sonny enjoys reading self-help books and his favorite activities are hiking and cycling.

Saul Ramos,  Nevada SBA District Director

Saul Ramos has held several leadership positions during his 20-year federal career and is a graduate of the President’s Management Council Program. He has represented SBA in various roles, including International Development Specialist, Senior Area Manager, and oversight of the Economic and Business Development team. Saul leads a passionate, talented and experienced Nevada SBA team focused on putting customers - the nation's small businesses - first.

During the COVID-19 pandemic, he worked closely with the Nevada District team and partners to provide capital and technical assistance programs to the hardest-hit and underserved small businesses. This was a monumental task that helped small businesses survive and preserved the jobs and livelihoods of millions in Nevada.
